Pads on scrub brakes are not very important, metal to rubber works just fine except in wet circumstances.

no pads needed just tighten the brake wire and keep the pad kinda rough and rotate tires

Uh, yeah, the pads stop the tires, so I need them. These are aluminum, I suppose I could make some from steel if I can't find any.
