there Is plenty of air to go around. You say it has a gas tank. now pull the plug stick it in the plug boot and check if it sparks? It does? great! Now before you screw that plug back in pour a little gas in the hole! put The boot back on the spark plug and pull.

Please provide more info

...when was the last time this engine was started?
...& how old is the gas?

Test 1 (fuel)
Remove air cleaner & give it a shot of starting fluid & then, try to start it
...if it starts then dies, it's not getting fuel & the carb probably needs cleaned

Test 2. (spark)
Remove the spark plug, re-connect the wire, clamp/hold the spark plug (metal part) to the engine (ground) & then, pull the rope (turn the engine over)
...watch to see if the spark plug produces a "spark"

it sat in our shed over the winter so it’s been months without starting. we cleaned out the gas tank so the gas is brand new. we trying doing the of starting fluid and it wouldn’t start. we checked the spark plug and there is spark.

Where's the fuel line from the tank to the engine? Did you flush it out when you changed the gas? Did you clean the carb inside, in particular the bowl and jet?

What happened to the starting fluid? Do you mean it fired off but didn't keep running? You say you have spark, and you used starting fluid. Some folks advise against starting fluid altogether (not me, I love it), because it's such a violent explosion. If you actually got the vapors into the carb with the butterfly open (not with the choke on, butterfly closed), and there's a spark in the cylinder, there's no reason it wouldn't pop, even in the absence of compression. Starting fluid actually into the cylinder, spark actually in the cylinder, equals explosion.
