Well the only thing I can think of a reason why not.... If they are thinking that to truly balance the flywheel, it will need a shaft made pretty precise. Meaning it will need a ground finish to perform right...

The shop might not have a precision shaft grinding machine(I'm not talking an attachment for a lathe, but a dedicated machine).... Or the operator with the knowlage to use it right.

What's rather a good example is a few years back, I needed a shop to marry two different sized shafts. I took it to the biggest baddest shop there is. The guy said it was too hard, and couldn't do it, and wouldn't guarantee it even if he could.

So I took it to a Mom and Pop shop who said he could do it.

Guess who he farmed it out to, and who did it???
Yep, the big shop.

I only know this as I used to grind turbo turbine shafts, which have to be nuts on straight...
The shaft they used for balancing the cold side impeller, is done on a very expensive cnc grinder... Before the machine was bought... They did these on a hundred year old precision grinder, by hand... But only one guy in the whole shop could be trusted to do it as he had the knowlage and eye for that precision...
I later had a opertunity to make a shaft for some important job when I worked in a machine shop, the boss asked if I could do it, but I informed him there could be liabilities if my work fails(I wasn't a cert machinest)...
He had to decline the job...
