I would look into more speed rated tires and wheel bearings. The "low speed" tires you have are probably rated for 25mph. Ive had a minibike rear tire blow at 45mph and it was not fun. And it was 4 ply, with plenty of tread, 2 weeks old.

It's probably just me and my wiser older age, but I see no reason to go over about 45 on a mini bike.

Those old 2.3 liter Ford 4 bangars are pretty indestructable. You sure can get a bit of power out of them too.
