i have a yerf dog 3203 Frame that i purchased. it came with everything minus engine parts, engine, axle, and wheels.
my question is: do the front tires need to be angled outward slightly or do they need to be completly straight? i only ask because they are at an angle right now. thanks

straight.
(if it's toe in/out you're talking about)

but that's nothing too difficult to fix; just adjust the length of the two connecting rods from the pitman arm to the spindles.
Release the two locking nuts on each end, then turn the shaft (one side is left, the other right threaded to allow easier adjustment)
when done, tighten the locking nuts again and you're done.

if one or both rods are too short though, you'll need to buy new ones I'm afraid.
too long might be a matter of cutting both ends slightly.
