Maybe it accelerates quicker to the governed RPM? Maybe the engine is running marginally better on the pipe, and at a given throttle setting, it's running smoother so as to gain the 1 mph...? Those air-vane governors on B/S engines aren't absolutely accurate, and their (vacujet/pulsjet) carbs are pretty rudimentary. I ran my old flathead 5hp without the governor, and between 3600- 4500 rpm... it pulled better with the 14" pipe. BUT- it was a sick engine, and the carb plain sucked.... er, "didn't accurately combine fuel/air for internal combustion very well".... The engine sits on my back porch as something to look at... nothing more.
