I advanced my timing automatically with a billet PVL flywheel, the rare earth magnet comes set at 28-degrees. I then added a 7.2-degree advance key for 35.2-degrees total. At high rpm's it runs like a raped ape, but remember that a standard ignition coil will start retarding the timing at high rpm. My hi-perf coil has the resistors disabled so it won't do that.

Timing advance keys are sold by just about any small engine performance parts store. They turn the flywheel a very minute and specific amount which is measured in degrees. So to answer your question it's kind of a yes but not in the simplistic and somewhat moronic way that you phrase it. You just don't want to do any homework do you. You could not control precisely enough the rotation of the flywheel by just turning it.

Advanced timing won't do anything for torque. What it will do is allow the ignition to fire at the right time at higher RPM levels. Running at higher RPM can potentially produce more horse power. Do you have a engine that you are trying to hop up?
