A Halloween ride on a Budget

Looking for suggestions,

I am trying to create a Halloween ride for kids on a budget. A cart/engine pulling a small train-car to hold four small kids on a closed off road. (We do a Halloween block party) any suggestions for plans? I can build the scary pull easy enough cart, but I need something like a golf cart to pull it and thought about an electric cart from scratch. YL

id go with the golf cart idea and modifi it a bit but if you build your own it culd be more for wat you want it to be
