For 400 bucks, is this good, would it be ok offroad? and would it need bigger front tires for offroad?

That go kart would be more suited for "off road" than the other one you posted. It is a live axle and it has a torque converter. Just note it doesnt have suspension so you will be bouncin' around quite a bit!

A good deal for all the extras he is throwing in too.

Yeah that's a good deal. Its got a Comet torque converter and one of the older style HM90 type flathead engines. They're good, I like-em much better than Tecumseh's newer overhead valve models.

Those front tires would work fine off road, or you could always get bigger ones later if you wanted.

Hills?

would it climb any hills, and would i have to take everything off to paint it?

with a torque converter it shouldnt feel a thing with hills. Yeah to get a good lasting coat of paint you would have to take most things off.

Thanks for the info, im really thinking im gonna buy this, and maybe repaint it, and add some lights, could i just buy maybe a cheap car battery and hook some lights up to it?

basically but you would drain the battery quick. Do a search on the forum, lots of threads about lights.

not impossible but its probably not woth th effort. Just get a new engine if you want E/S.

Looks like a great buy for that price, I could sell a kart like that at Christmas time for 700 pretty easily.

great for off road, for sure needs new front tires, you dont need to buy them anytime soon if you dont want to though. i would suggest getting them if you want to off road. And that price is unbeatable
