6.5 lawn mower runs way to fast

i have a 6.5 briggs and straton lawnmower, it always ran good but then a couple weeks ago i went to start it and got notthing. I cleaned the carb wouldnt start did that couple more times nothing, then i saoked the carb in kerosene still nothing did it a few more times nothing, so I let it sit for a couple days, then i pulled the cord a couple days later not expecting anything, but it fired right up, it ran really fast, so turned it off adjusted the choke still ran fast but still runs fast. so i walked away from it, then a couple days later played with the choke started it still runs fast, turned it off tried starting it again but wont start what should I do????:

Sounds like carb/governor linkage is not properly assembled.
Choke is for cold starts, and not speed adjust.
