5hp briggs engine tuneup?

hey, as you know if youve read a previous thread im a real noob..... i got this gocart project for free a few days ago.... i started the engine once... but that was it.... what are the first things i should be doing to give this engine a tuneup?

i vote for new spark plug, oil change, fresh gas, and a carb tuning. but you could always put a nice straight pipe on it, your neighbors might not agree to that tho

i took off the cover with the pull cord.... and the "magneto:??? (is that right) is rusty. should i sand it for better results???? everything should be clean metal as much as possible right???? thanks again

rust is ok on the outside, heck my carb and magneto are very rusty still starts and runs fine.
