5hp Briggs and Stratton motor

My briggs and stratton is starving for fuel, it will only run if I put fuel on the plug. I've cleaned out all the carb pipes and everything seems to be clean. I'm not sure if my diaphragm is working properly because I know nothing about it. Also, does the governor have to be attached in order for the engine to work properly?

If so then I have no idea how to properly attach it,

and is it the small hinge/bolt on the lower side of the engine?

Do you have rust particles in your tank? I have had the same problem with a 5 hp briggs, where it runs only with the choke on, and after a while not at all. Turns out there was rust in the tank. I also learned from an engine shop that the newer carburetors are built to run lean to appease the EPA, so if you get a few specks of crap in there, it quits running.

EPA motors have bad tendency to not run at all if you look at them funny, even then they won't run cold.

If the governor is disconnected, your butterfly may be sitting closed or wide open. I sure wouldnt try to start it, without putting a spring to hold it closed.

No govern, no load, wide open = thrown rod

Yup, like Kaptn Krunch said; Hook up the governor. If you dont know how, post some pictures of what you got or give us a model number.
