5HP bogs and stalls under load

hey guys its been a little while since i worked on the 5hp Briggs Flathead. Anyway this thing is on a snow blower, and whenever i get a semi-medium load on the **** thing it bogs and stalls. I am pretty sure its the carb. Its the CARB-to-Tank style. I think its rich or lean. Which would make it bog under load? thanks guys!

Most carbs/engines will run leaner over time.
Try to richen the mix.

Turn the mixture screw all the way in, then back it off 1 turn. Try that, if it still stalls back it off 1/4 turn more. Does the 1/4 turn make it better or worse?
