No, it sounds more like it needs to be cleaned.... If and when an engine only runs ,or runs best, on choke/partial choke, it needs to be cleaned. When you apply the choke, it eliminates some of the air going into the carb to aid in initial start up. It basically adds more fuel to the mixture, by reducing the air..... So if you run best on choke/partial choke, you more than likely have a fuel blockage somewhere, creating a lean affect no choke. And better air/fuel ratio at choke/partial choke.....
