Having 12T on the clutch and 20T on the axle gives you a ratio of 20/12 = 1.6666:1. That figure is so insanely high for gearing that you have a major, major problem. No matter how tiny your wheels are, that type of gearing is going to get you absolutely nowhere. Your clutch will be fried in less than 2 seconds, I promise you.
You are going to have to look at a ratio of at least 5:1. With your tyres being so small you can get away with a slightly higher gear ratio than a normal kart. This means you are going to have to get a axle sprocket of at least 60T. The problem is that I don't think you have the clearance for a sprocket of that size. You might have to invest in a jackshaft.
Just my 2c.....
Im going to go to northern tool today and see if I can get 8in tires then I can go to a 40t sprocket and I sould be good
You should be "better" than what you have now. Your ratio will be 3.3:1, which is still very high. Just keep an eye on your clutch that it doesn't burn up
