49cc Cateye Pocket Bike

I got a cateye fs509 pocket bike. i bought it used off craigslist. I was told the pocket bike had been sitting for about 2 years but after about 10 pulls i got it to turn on, i could take it for a test drive because the tire was flat. i got home pumped up the tire, and when i wanted to take it for a spin i noticed it barely goes like 3mph. I used to have another cateye a few years ago and it did like 45mph downhill and 38 on flat road. when i sat on it id throttle it and it would start revving at full rpm but barely move. I thought maybe the carb needed adjusting. after adjusting the idle screw, i got it to go about 2mph faster and i felt some kicking everytime i tried to ride it then found out my clutch was slipping. opened it, it was worn out and so i went and bought a new one. I installed the new one, no difference, retuned it, 2 mph difference. I do not know what else to do so if any of you have an idea as to what could be the problem please help!

Im starting to think that maybe it may not be the right clutch or i just did not put it on correctly. Should i put up pics?

Are you getting full rpm's ?
Does it have fresh fuel ?
Did you thoroughly clean the gummed up carb that sat for 2 years ?
Did you replace the spark plug ?
Is the air filter clean ?

This is most likely a motor maintenance issue rather than gearing. Most people do not change the stock gears without building up a motor first on these.

5. i removed it because it was old and dirty. how can i clean it?
