3hp briggs throttle linkage and ?s

Model# 90102 3hp what year any one 1know? This motor was bought by my neighbor at a swap meet not sure if carb is original or if needs a air filter? Also not sure how to hook up throttle linkage heres whats there now.

That looks like an original carb, also looks like an air-vane governor.
Best to go to the Briggs Manual page and enter the Model (90102), Type, and Trim numbers and pull up the parts and owners manuals to confirm the carb and linkage. You'll need to put an extra zero at the beginning of the Model number, so it'll look something like: 090102-0131-01 (that's a number I tried and it worked, but might not be your exact engine).

To put a kart throttle cable on there, you're going to need a place to mount the cable sheath, and a way to connect the cable to the governor linkage if you want to keep the governor.

If you're removing the governor, you can hook the throttle cable straight to the carb throttle.

Carb is original type, first two numbers off serial number are year, I have a bunch of parts for a 3 hp, air filter casing as well as all metal cams, float type 2-5 hp flojets with manifolds, and remote tank. those diaphragms carbs aren't the best. Looking to get a billet rod ? I'm trying to get a list together for a small production run.

Dont need the governer what can i remove and do i need the choke parts? Also ther is a small black wire coming from the magneto to carb its a real thin wire and it sparks a little when its on could this be electric start?
