18.5hp opposed twin Briggs

ive recently obtained a opposed briggs(42A707-2653-E1) i have a couple of problems....sometimes when its running its surges it acts like its about to die then revs up then donw again...and when i got it they said the battery was dead an wouldnt hold a charge so i went and a bought a $30 battery for it and work just fine after a couple of starts but then then the battery was dead....so any ideas

The dead battery sounds like a fault in the charging system. Verify that all grounds are good, the wiring is intact, and the fuses are good. From there, you'll probably need a mutimeter.

The engine behaviour mimics a fueling issue. You might need a carb cleaning, you should check float operation, and fuel flow to the carb.
