No, it's a plug, not a bolt head.

There is a rubber cap covering the plug. The plug is definitely metal on mine, not plastic. But even if plastic, still need a large Allen wrench to get it out.

Got tires aligned and adjusted to not rub on body with full turn, all ready to go!

One more question. I don't have a hex head large enough to remove the fill plug on the body on the steering gear (haven't measured it, but looks about 3/4"). Do these things come prefilled, or do I need to add hydraulic fluid?

No, but those buttons are just for menu navigation, so I'm not sure how that board would perform for gaming. When I was testing it and assigning inputs, I was just using "notepad," and there was no delay that I could make out. The lightguns are the in-game controllers.
