Hmmm, by connecting governer. Will that lose power or speed?

So when i bought this. It ran. Obviously not great but it does. He had the throttle cable connected directly to engine. All this other linkage is left alone. It runs good. Whats up with all that connection stuff. Obviously does not need to hooked up?

I assume the govener lever is the arm dangling on the engine. Lol I think throttle cable it hooked on wrong side anyways. Funny....
