Idk. Depends on if there is a gear reduction in the engines drive. 4.36-1 on that tiny tire is probably fine if it's direct drive. If it has a reduction box it's going to have a low top speed.

Take the air cleaner/covers off. Something is obviously not connected. I'm not super familiar with those motors but it's all linkages. One is missing or not attached. There's a spring that should be hooked from the throttle to the governor in some way.
