Do horsepower determine how fast a kart can go?

i really really really dont know how to unscrew the governor gear..WIll someone please explain to me how to do so.

i will trade a 4.0 hp subaru robin engine for a TAV2 will throw in a xbox 360 with the red rings it can be fixed. :)

Hi guys i am thinking about replacing my robin subaru 4hp engine with a lafin 15 hp engine....But my question for everyone out there is this lafin 15 hp engine a good or bad engine? if possible could you tell me the speeds it may be able to produce without any modifications
