motor is not seized all parts are moving, just when i put together they dont, i think there is some binding somewhere i just dont know where

i recently got a single seater with a briggs and straton 5hp motor for free. the only thing i have to is put a new pull start cord on it. so i took the old pull start off, and put a new cord on it. but when i put the pull start on the housing and bolt everything down, i cant pull the pull cord...
