    Seems like the major problem is mechanical rather than electrical. I jump start my kart and it ran fine ( not anymore ) could be a stuck brake caliper or loose TC belt. Electrical part is to get it started w/electric starter and to stop it ( kill switch ) all others are not necessary ... ie...

    I suggested 2" from the hub. But that may may not work depending on what brake system your gonna use. Disk, friction ( brake shoe ) friction ( band ) one of those will need to be near the wheel hub. You didn't include that info in you question so that makes it hard to give you a direct answer...
