Some small racekart tracks don't have any rules and would allow any kart to compete, but most real racekart tracks have Tech Inspectors with a very strictly enforced set of rules that are required by the tracks sanctioning body and Insurance company. What track do you wanna race at?

Starting way back in the 1960's, I think the ever growing popularity of dirt bikes, 3-wheelers, quads and side by sides were also hugely responsible for the dwindling yard kart market. But there's still serveral brands of race karts made in the USA.

Not sure if this has allready been suggested, but try standing on your seat while checking chain tension. You might be surprised how much frame flex can alter your chain tension...

Maybe it's just an optical illusion, but your pics seem to show the inner width of your chain is a lot wider than the teeth of your drive gear and axle sprocket. Does your chain seem to have excessive side to side freeplay? Did You install a #40 pitch Chain on one of the narrower width 1/2"...
