    Thanks for the thoughts guys...yes the 10mm nut is loose and it moves easily...the cable attachment is also working fine, the "hand lever" is as far to the left as can go.. I am stumped...this new engine is acting exactly like the last...turning the idle screw CCW does not change anything...
