From what I've learned, I think the disabled governor gear can break while the engine is running and cause damage inside the crank case. That's why people remove the whole speed governor so they do not damage the crankshaft and the connecting rod.

For painting the frame, rather than painting it, I was thinking about buffing the bare steel of the frame and clear coating it. I'm not sure how that would turn out but I feel like it would be pretty cool.

Well I have one of the newer Non-Hemis. It has part number 69730 and it was manufactured sometime in 2018. I'm not sure what the major changes are from generation to generation but all I really know is this engine is very new and the governor has been removed.

The whole governor isn't removed. I'm not sure what was removed from the throttle linkage but there is nothing limiting the rpm's at full throttle. I'm new to working with the honda 4 stroke clone engines, but they're quite simple so it shouldn't take too long to learn all about it.
