I got my Predator 212 a few months ago and hooked it up to my mini bike. After about a week of using it the pull start almost every time I pull it moves out about 3/4 of the way the locks up and snaps back in. It really hurts my arm and shoulder. Why is it doing this and what could fix it?

on the tire if i spin it with my hand it will stop spinning after 2 full rotations it will extremly slow down after 1

the rear tire doesn't completely lock up, but the spin slows down a lot.
I have a mini bike with an internal brake drum hooked up to my sprocket on my rear wheel. When I spin my rear tire it does one full rotation then the brake locks up automatically. I need help and do not know what to do.
