Is it possible to easily limit the amount of power the motor gets from those controller boxes? Let's say I want my 1000w engine to just use 700 watts, to avoid having to high maximum speed? How is this done?

I'm making a cart ( http://bit.ly/bA40in ). It needs to be able to transport around 150 KG (including cart/engine/weight). It does not have to be fast, 10 km/h (6 mph) will do.. any higher would transform the cart from a "tool" to a "vehicle" subject to local DMV regulations Power inverters...
