I haven't done an exhaustive search yet, but at first glance on a few sites, I'm not finding good matches between sprockets and hubs that are available for a 1" axle. This was particularly centered around Electric Scooter Parts and BMI so far.

Welding the freewheel hub crossed my mind. #25 doesn't look too promising, but I can make a #35 work for about $65. Not as bad as I'd expected, but still more money... Ugh.

Yes. They don't have sprocket hubs that would match my bolt hole pattern. I considered the 8mm sprockets they're offering, but they all have equally-weird bolt hole patterns and they don't offer matching hubs.
