Mikuni carb. Do I need to remove the governor?

Hey guys I pretty much built my go kart from scratch I mounted a Tillotson 212 engine on it. Looking to put a Mikuni carburetor on it, but I don’t want to open the engine up to mess with the internals. If I put the Mikuni carb on it, doesn’t it just bypass the governor altogether? Thanks.
