Welcome to the forum! So your predator just stays wide open? I'd check the throttle return spring first and make sure it's working correctly.

Is this engine new or used????

Pics of the throttle assembly, cable hold down, governor spring, governor arm or levers, and carb would help pin point the problem.

Did you loosen the 10 mm nut? What about the frayed throttle cable? Throttle return spring?

Is the engine mounted on a riding device or something else? Or is the motor just loose on a work bench.
