It's Krylon Shimmer metallic ''Candy blue razz''.
Hard color to find though, & not cheap either. Got mine @ Hobby Lobby.
I recommend using white as a base coat, & also clearing over the blue.
It's basically a crafts paint, & can chip easy. That's why you need a clear cote.
Krylon , you want to be careful with mixing other brands with all there stuff,, because it's not compatible with certain other paints ect,, & can potentially have a devastating reaction with them.
Duplicolor ''acrylic enamel'' automotive clear - spray bomb, can be used as a clear cote , & is pretty tough stuff,, plus lays down nice,,, & won't yellow.
You just want to make sure the color cotes have cured real good first though. ;)

Crappy pic of me,, but it is what it is …..
It was cold that day,, & had 4 layers on underneath my old Plymouth racing jacket.
Sucks looking ''a lot'' older than you feel,, for the most part... :rolleyes:
Karts & Mini bikes keep you young @ heart though. ;)(y)
