Just picked up this Fat tire scooter that started off as electric powered. Along the way someone put a built 212cc engine, chain and sprocket and the previous owner rode it till the chain tensioner fell off. He bought one from ebay but didn't know how to adapt it and was riding it without the roller tensioner. The bracket used is badly welded and held with a nut and bolt. I was thinking of adapting the tensioner he bought and gave me but found this tensioner that might work. Will be replacing the chain after I get the tensioner working properly..Any advice on what to use for a tensioner would be appreciated.

Wow thats quite the ride...
Im having the same problem with a new build I just finished. Very similar chain setup....
Provided the chain is aligned straight, the chain will derail when the top part is slapping about, usually on aplication of power in a non gradual way...
We have a bottom idler sprocket, and we need to construct a tensioner like what you have, or an arm with slots to apply a skate wheel roller with constant pressure, to allow the chain not to slap around(akin to that of a typical DOHC engine with dual pinching tensioners)....
