Engine help

hay you guy im having problems with a briggs@stratton 8hp push mower engine and it keeps cutting of and the pull start got all chewed up how do i make it attach to the axle with or without mods i really need help its for my first barstool racer and any ways to increase the hp

actually it my third but first with a lawn mower
ONLY A HIGH SCHOOLER AND HAVE VERY LITTLE TIME EXAMS ARE COMING UP!

is this a vert shaft or a horizontal shaft?

a vert im ting of a twisted pully system i know it can be done i seen it before on one of my friends but the belt broke off and and hit so he was at the hospital for about a week and a half looking for a safer way or i just do it that way i might post some pictures
