What upgrades to the carb/exhaust aswell as the motor itself?..

You didn't circle the choke on that picture.
You circled the the lever that controls the throttle, not the level that controls the choke.
The governor arm will not switch the engine from choke to run,
You have to do that manually.

It started about a month ago before I moved I just now am getting the time to work on it

When ever I switch it to run it the intake side stays closed it works fine on choke but one it get put on run it dies

It sounds like the idle RPM is turned up too high.
If it is idling above the governed speed of 3600 RPM and you try to open the throttle, the governor won't allow it.
Try turning the idle speed down. It is a black plastic screw on the carb with Phillips-Head tip.
Otherwise, as always, check for leaks around the gaskets and disassemble and clean the carb.

Besides that, only thing I can think of is making sure the other end of the solid metal rod is connected correctly to the governor arm.
Also Check for leaks around the gasket area where the carb attaches to the cylinder head. Get it running and then spray carb cleaner around the gasket/insulator area. Listen for change in RPMs.
Sometimes the plastic insulator cracks or the gasket doesn't seal correctly.
