lol cant be as bad as a rotary with a straight pipe... but even with the muffler it sounds bad ***.

when you say "rotary" are you referring to a rotary engine, like a Wankel, or simply a rotary mower, where the blade spins underneath (the kind in the pics you posted)?
if you dont specify it can get kinda confusing, as this thread is about a lawn mower engine lol

i should put a straight pipe on my mower to do some grass today, just to see how it works.. and if i loose my hearing lol

explain dude... do u mean partially covering the carb?

most carbs have a manual choke that you apply to start the engine, but this kind of carb has an automatic one that opens with a bi-metal spring. when the air coming outta the crankcase breather warms up, the choke slowly opens.

so yeah, get the engine running, then partially cover the carb with your thumb.

in the pictures you posted you have a throttle control on the mower. so if the engine is warm, it should really start at any throttle setting.
but generally, yeah. they usually like to be started at full throttle.

and do you mean a tach to just test what speed its running at, or a tach to leave on the mower?

there is really no need for the second option on a mower like this, so i assume you mean to test its running/idle speed lol.
you can get hand-held ones at Harbor Freight for around $40.
you can also try looking on e-bay or other online stores.
