You might try spraying really good with the best penetrating oil that you can get your hands on and tapping on it with a hammer for a bit to try and work the lube in and shock the rust loose. It may not work, but then again it might.

Are you planning to keep the clutch? or get a new one......

If keeping then, try above.... soak and wait....
If not, remove the drum,shoes/weights, backing plate ect..... Use a torch to heat the sleeve and remove with a puller......

Here is an easy to make very effective tool Ozfab made just for this purpose.

I know you just want the thing off not to fab a tool. But it does give you something to do while waiting on the PB Blaster! and this works well with little chance of damaging the motor or clutch. As opposed to going after it with a B.F. Hammer

I take them apart then cut a slice in it where the keyway is with a cut off wheel.. Then I spread it a little with a chisel and it slides right off.

Works everytime. I've done it multiple times.

And he is referring to any cutoff wheel. But I prefer the angled air one or a Dremel cause it's smaller and easier to get the whole thing.

Can you push it back on father towards the engine. Clean the shaft and lube it then pull the clutch. I had one held on with a c-clip and it was deformed had to file the edge down to get the clutch off.

This is actually something a lot of folks overlook. SERIOUSLY! If you can move something back a 1/16 th, then forward an 1/8, a little back and forth gains a little each time.

Too many times ( especially when it's so hard to get that first budge)....people don't want to go back the other way.

But it's the quickest way! 1/16 becomes an 1/8 th, which becomes a 1/4", ect....

Each time you do it, it removes a touch of rust, and allows more penetrating oil in from both sides.

This is probably a dumb question, but have you double checked to make sure you don't have a set screw or two on the inside flange of the clutch holding it in place?
