Has anyone made one and if so what type of spring would be sufficient?

Never made one ever, but had thought about making one. Decided not to because if I was going to crash, the metal would be bent anyway to the point of replacing. If I remember, cars and trucks have them in the front and use almost like car shocks.

Just saying that the force from an impact might bend up the frame, regardless of running a spring for a bumper.

The only cars I've seen to use this were Fiat & Volvo...

You could use a couple of mini shocks from a suspension bicycle...

Wait, what? You must be doing it wrong...
Ford Crown Victoria used them, both civilian and CVPI (Police Interceptor), as well as the Mercury Grand Marquis and Lincoln Towncar, as these were built on the same frame.

I used to work on Stock Cars in the "Bone stock" Division at our local track.
Anyway many many models of Cars used these Shock Bumper mounts.
We used to put them on the Racecars.
