First thing I noticed is the cable sheath (outer) is not anchored to anything, that won't help; have a look at the pics below, you'll see what I mean...

Second, where does the rod go that the cable is attached to?

You think Harbor Freight would have something to anchor the throttle cable down?
I went to go pick up the kart today, but as I was about to start it, the cord broke. Not a deal breaker, but it delayed me a bit since I had my son and wife in the truck waiting. After the guy put the (old) new cord in an bolted the side back up, I pulled it and started up immediately. I decided to cut the engine off and try again, but some flat coil looking thing unraveled inside where the string was wrapped. I ended up leaving and will go back Tuesday after my NYC trip. Bummer!
