that' sounds like the throttle limiter... the idle
screw is '
on' the carburetor itself. On the clones/HF212/Honda 6.5 its a black plastic phillips(+) "screw head". "That" is a
VERY touchy
screw... so remember the position it's in... 1/4 turn
can raise your RPMs audibly noticeable... or as referenced, prevent it from idling.
As far as your 'idle' issue... you can try to also watch this...

properly' connected back to. From what I remember, after I removed the governor springs) the result was it was really hard to start... and it wouldnt idle(I had '
thought' I put the springs back correctly... and was
wrong)... the vid will '
show' the locations and the
proper/factory movement(s) of the arm... as well as
where I connected my throttle cable(I connected mine from the rear(vs the side, like most do) of the motor)... you can 'pause' the vid to compare to yours(only 'guessing' your running a clone... only skimmed the replies... battery is bout dead on my laptop... so Im rushing alil).
Im NOT saying it's
the problem... but couldnt hurt to
check the vid n see if you can compare
it to how
your springs are connected(you '
may' have a spring causing
too much pressure/drawback... or
none at all(depends how your springs are installed).
HINT: Before removing/changing anything... take a short vid/pic of it 'before'... 'that' way youll have a reference to
your motor... vs someone elses of
similar build.
