Im 99% sure he's looking for some sort of industrial-use-only product that consumers cant get their hands on.
No necessarily industrial, but a shop that is registered and pays tax, ect LOL 
It's a piston coating - it's hazardous without the proper safety equipment (like anything), so they won't sell direct to consumers. I already had a source of it in the past (and thus have the equipment), but I have no local shops around me that are willing ):
