What kind of clutch do I need?

I'm trying to put together a kart and am fairly new at this. Have a 54 tooth sprocket, a 13hp engine and 15" sno hog tires. I tried to use this clutch:
Hilliard Extreme Clutch 1" #41 17T
and it immediately started smoking and burned up on the first attempt at acceleration. What did I do wrong? What is the proper clutch to be using (Ie. one with less teeth), or do I need a new sprocket? I'm trying to do this on a budget so the most economical solution would be appreciated!

With that engine and 15" tires I would recommend a 40 series torque converter setup instead of a conventional centrifuge clutch setup.
Believe me it will be well worth the investment.

Would just going with a 10 tooth clutch be my best option? I'm not looking to spend a ton of money and I want something quick and painless that I can do myself so I can get a few weeks of riding in before it starts snowing up here.

The cheaper option would be to get just a new clutch drum or sprocket, rather than a new clutch, however as russ stated, you may not be able to have less that 17t on your clutch if it is 1" bore, in which case you would want an 80t or so rear sprocket.

You have a bad ratio there. Seeing as you have snow hog tires, I would assume this kart is at least partly for off road use. The current ratio is impossible. It unlikely that anything bigger than a 60 tooth axle sprocket will clear the ground with 15" tires. My suggestion is to to get that for sure. You would also have to get a clutch with fewer teeth. I can make that recomendation after you let us know:

How heavy is this kart? (One seater or two?)

How was I correct in assuming this kart is for off road use?

That clutch would be fine. However for another $50 you could put a gtc 30 rated for 13hp or a tav2 rated for 8hp on your kart.

Would that give the proper gear ratio with the 54 tooth sprocket I have? I just don't want to burn up another clutch and be out $100+ again. Thanks again for the help guys

That should be fine, although you may have to move your driven sprocket somewhat since that clutch does not allow the PTO to slide all the way thought it.

The GTC's are clones of the Comets, which are rated at 8HP. There's no way cloning it allows it to take more power. One member here has issues with his GTC 30 on a Subaru 9HP motor. GTC overstated the capacity of this TC and it is not advisable to use on more than 8HP engines.
