Why rebuild a brake band that costs 20 dollars?
There are good brake bands and there are bad ones, the poor quality bands use rubber or a hardened plastic which don't work anything like what they should.
However there are reputable bands sold from performance companies that have brake liner and work exceptionally well. For the price of the liner, the epoxy, and your personal labor its going to cost double or triple of what it would to buy the correct part to begin with.
I have bought a proper band I posted the link up a few posts please check it out and let me know what you think. The lining was not plastic or rubber and it wore down quite fast.
The epoxy I am using was 5 dollars and I am sure that I wont be using all of it.
The belt was 7 total with shipping. If you figure it like this the belt is around 3ft in length.
The brake band stretched out is maybe 6 to 8 inches in length? So that means if this works I will get 5 or 6 brake band uses before I am out of my total of 12$ of material.
The so called labor consists of using a wire wheel that I already have that is on a stand and a minute or so of sanding to create a rough surface. After that all you do is spread some epoxy and cut a strip of belt and lay it on. I dont see where your getting estimates but please take time to read my thread.
I posted at the top a proper material which is VERY cheap if I recall its for 1" wide and 1ft length all for around 3 dollars. But I am unsure if its bendable and nobody has chimed in nor has the company responded to me. I would rather purchase this material.

JB weld isnt that sticky in my experience. You need lots of pits and divots.
