Your gearing is not your issue. I'm using **** near the same setup, and I have no issues.

I have 18 inch wheel/tire combo though.

Sure Iíll have to do it later though as Iím having trouble uploading from my phone. Correct Iím using a universal fit motorcycle gas tank, about 2.4L volume I think. Nope it doesnít have a vent, only two openings are the cap itself and the port from the petcock. Also my engine is tilted forward slightly so I donít believe my carb is 100% level

You need a vent! Consider maybe drilling a very small hole in the cap to allow it to vent.
