Whats the plan? welding the short pieces on the ends of the long for your bearing "pockets"? Then boring the ID?
I don't see anything wrong with that (if that be da plan) as long as you can keep the ends square and parallel.

Steering Bearings.
41mm OD, 12mm height
If I need to put a tube on a lathe to accept these bearings, what type of tolerance / interference is suggested?

I don’t have a press. I think 0.002” is enough to slip in. Maybe -0.002” requires a press?
What should I shoot for?

0.000” ?
0.001”
-0.001” ?

41.025mm? For a 41mm OD bearing?
1.6152” for a for a 1.6142” od bearing?
If you have a jack you have a press. Locate a header in one of the doorframes of your house (preferably in the basement) and jack up against it. Ou can also jack against the bottom frame rail of a heavy car. The more lower down in your house, the more weight that header must support the lower the likely hood you accidently jack up the entire side of your house (bad, don't do that).
