Throttle problem?

Yes, yes, I've searched and I know there are a lot of posts about setting up a throttle.

But I have a question about the stock throttle lever/setup.

When looking into the carb, the throttle blade is wide open even when the throttle lever is towards the right and the blade should be closed.

Why? According to the manual, all parts are in the correct places. But moving the throttle lever does nothing.

Throttle position is governor dependent.
When engine is running throttle "blade" (read butterfly) position will self correct and is normal.
