In the world of lawn mower racing, people with vertical shaft engines, use a right angle gearbox. Some run a centrifugal clutch on the engine. Sprocket on the input of the RAGB. Sprocket on the output, then sprocket on the axle. Right Angle Gearboxes that can handle high rpm are expensive, about $150-$300. Most have internal gear reduction of about 2:1, though some are 1:1. So if you get one with the 2:1 ratio, you could realistically run a smaller sprocket on the axle since the 2:1 effectively doubles the ratio.
