So I have a 270cc 13 horsepower engine start a non hemi I want to install 18 lb springs but I don't know what the Gap number is when tighten the rockers can anyone tell me what height or distance between lash cap and rocker 418 lb springs in a 270

You're talking about the valve lash. Springs don't determine valve lash; the cam does and you're not changing that.
Upgrading the springs without a billet rod and flywheel is a bad idea anyway.

well.. lifters and push rods would also make a tiny bit of a difference
(the higher quality the less gap you need) but you don't change them either, do you.
And the most important correct information:
NEVER change the springs without getting a con rod upgrade!
While the flywheels usually do allow some additional rpms achieved by heavy springs
as long as you don't go crazy on that,
the conrod unlikely can for an extended amount of time.
And since you cannot see hear of feel it starting to fail,
you're in for some angry metal shrapnels flying your way when it does.
a perfectly balanced flywheel adds to your safety as well,
and it's a very good idea to get one.
