This has an asymmetrical belt, the driven pulley is flat one side, the driving pulley looks to be conical on both sides. Are these parts mixed up?

Simple awnser, yes. Longer: the driven pulley is most likely a series 30 where the driver is something else (sieries 20) so it would need a belt and a series 20 driven or a series 30 driver
